The South China Environment Fund identifies NGO partners and program targets by an active search as well as a passive receipt of applications. The application consideration process however is the same in both cases, and consists of six phases. It begins with a Letter of Intent Submission. You can email your Letter of Intent to firstname.lastname@example.org, we reply within a standard period of three working days. Once we confirm an interest in your Letter, your application proceeds to the phase of preliminary consultation for on-site visits. Letter of Intent Submissions are considered over two cycles per year, from November to January, and May to August.
The structure of our on-site visits is determined by the SCEF working group. This includes the time of inspection, inspection personnel, and strategy committee member participation, among a range of other matters. During the process of on-site visits, we aim to communicate openly and thoroughly with the applicant, develop an insight into the subject matter, and help ensure a logical framework for any projects and programs. On-site visits, as the second phase, are conducted over two cycles per year, from January to March, and August to October.
Recommendation of the Working Group
According to information gathered from various correspondence and during on-site visits leading up to this third phase, the working group conducts internal meetings to discuss which applicants to recommend to the Strategy Committee. Specific meeting times of the working group during this phase are flexibly set according to the team's workload at the time.
Submission of Project Proposal
Applicant should complete the proposal according to the feedback from the working group and submit the proposal in March or October each year.
Approval by the Strategy Committee
The Strategy Committee meets twice per year in April and November to consider approvals of recommended applications. Regardless of the application's success , the Strategy Committee will give specific feedback for every project.
Signing of Funding Agreement
If the final proposal is accepted, the sixth and last phase involves SCEF signing a funding agreement with the successful applicant. This completes the application process and moves the project into the first phase of funding, with funds typically made within a standard period of 15 working days after signing. After this, the approved project is deemed to enter its official implementation phase.
